[Peterborough] Show land type to staff for graffiti & fly-tipping reports

Should be deployed after https://github.com/mysociety/fixmystreet/pull/3975.

Peterborough want an easy way for staff to know whether graffiti or fly-tipping reports are on private or public land. Jason's original suggestion was to change pin colours to reflect land type, and I have done this (blue for public, orange for private), but I have also included text on relevant reports for further clarity.
