A new status of "temporarily" to apply to `requester_only` or `hidden` material

This is a suggestion to track, in the system, cases where material has been hidden from public view, but on which a decision on republication has not yet been made.

Alternatives:

• Separate tracking, in an email inbox or spreadsheet
• Using prominence reasons
• Tagging « Undesirable as we might not want to make the threads more publicly accessible / prominent.

We might want to mark cases of both "requester_only" and "hidden" material as being hidden temporarily.

My view is that I'm not very keen on hiding material temporarily while we consider what to do. Hiding material is a significant step and we should only take it when we think it is necessary. All decisions to hide / reduce access to material can be reviewed, so long as we still hold the material in question. However if our policy and practice is to involve temporarily hiding material we should track doing so in the system.
