Pro user report of a public request goes to the Pro team
We've had a couple of instances on WhatDoTheyKnow where a Pro user has reported a normal (public) request, presumably things they've noticed whilst browsing the site. In these cases, the email generated by Alaveteli has been sent to the Pro team, however as it is a public request and wasn't (AFAIK) made via the Pro service, the email notification should be sent to the normal administration team email.

We did have a look at this back in 2019 (https://github.com/mysociety/alaveteli/pull/5399) but that didn't quite fix the issue. The main problem is that we're just looking at whether a user has the pro
role to decide which contact address to send to, but we need to be more intelligent about that based on the specific content being reported.
+1 today when I reported a normal request, this report went to the Pro team which wasn't my intention
