torch<2.0 difficult to accept

I changed my python version to 3.9.x and it works.

This conflicts with torchaudio versions in pip

newest version of torch works fine here.

TKS, the same error message occurred on my mac (Monterey 12.7.4, Intel chip) today, and I downgrade python from 3.12 to 3.9, then this error solved.
