added missing dependency `chardet`
noted it was missing during a fresh installation

no problem.. this occurred on clean install of Pop_OS which is based on Ubuntu 22

Because this is not a direct dependency of AIlice, the issue is likely caused by missing dependencies from other libraries in that environment. This is not a problem with AIlice itself, so I'll close it.
