USB descriptors have incorrect max power consumption values

The descriptors report only 100mA or 400mA consumption https://github.com/myriadrf/LimeSDR-USB_FX3/blob/master/usb_descriptors.c#L101, https://github.com/myriadrf/LimeSDR-USB_FX3/blob/master/usb_descriptors.c#L244 when in reality the board can draw way more current than that.
