Digital stamp doesn't increase in value following total weight.

We have a product weighing 5 grams. Putting 1 of that in the checkout, simply shows our digital stamp costs as shipping costs. Increasing the number of products to 4 should trigger the next step (two stamps). That doesn't occur.
