kongfig dry-run

Would be great to have a dry run command to validate the configuration before apply. Anyone working on this?

@ddetoni @CyExy Any starting points or file to look into implementing this? I can work on this if someone who knows internals of kongfig can throw some light.

I imagine it can be something like kongfig apply --path config.yml --dryrun
