upgrade to the latest rubygems version, for releases

The last release was done with rubygems v1.4.x I think. There have been several changes and improvements in more recent versions of RubyGems and we should keep up with these changes to make sure the Albacore gem is compatible with the latest and greatest everything.

I ran into some problems trying to get the last release out the door, caused by the old version of the RubyGems spec that I was building against.
