后台 Passkey 无法添加实体密钥

Describe the bug

（感谢 @GrassBlock1 发现问题并提供截图） 在 设定-安全-Passkey 设置中新增 Passkey，只能添加 Windows Hello，找不到实体密钥（For Windows）；无法添加实体密钥（For Linux）。日志无相关记录

具体表现截图如下： Arch-Edge：设备不能用于此站点

Arch-Firefox：

Win-Vivaldi：只有 Windows Hello 的选项，无实体密钥
