Make SLO Optional in Metadata.xml

Making a PR from the work already done by mx-moth to reorder and make SLO metadata optional so that it conforms to specification from SamlTool and Canvas. Original mention found in #10.

Other small changes

  • Updated the NAMEID_EMAIL format to default to version 1.1
  • Updated - in setup.cfg to be _
