enable single-language builds besides english

Since your recent work on CMake building, I remembered this PR from the original repo.

It enables building Portal64 with only e.g. german audio language.

Support for only one subtitle / menu language besides english is still missing.

Maybe it would be nice to hide audio / video language options from the menu, if the game was built only with one available language.
