Translator: Show translation in popup when mouse hovers over a message

I added an optional feature to the Translator plugin that displays a translation in a popup when the mouse hovers over a message.

The initial translation is triggered after a pre-defined timeout (currently 500ms) to avoid accidental triggering. Translations are cached, so subsequent triggering will display the popup immediately.

I have used this and it is very convenient and good!

But there is one problem. Pressing the traditional translate button doesn't work either. The reason why this is necessary is because it is very important when viewing long notices. Mouse popup translation is very good, but it cannot display all long messages.

I'd like to see this feature available in the current version, so I can translate popups and messages manually as well!
