Cannot install older version of hsdev (0.3.0.0)

SublimeHaskell needs version 0.3.0.0 of hsdev in order to work, however when using cabal to install the desired version I run into errors that prevent me from continuing. I've searched online and only a single page reported a similar problem, but the answer required to use linux apt-get and that's not a possibility for me as I'm using Windows x64.

Ask me if you need more info, such as haskell platform and cabal version, etc

Are you building with ghc-8.4.*? Unfortunately, hsdev-0.3.0.0 can't be built with this version of ghc. You can either:
