tools: add website to LibMEI

I don’t think anyone is really maintaining libmei anymore, so I would actually suggest removing it altogether. It lives on in Verovio, but isn’t really all that usable anymore.

@bwbohl Is there any "archive" section in the new tools layout? Or do we just remove tools that are no longer maintained? Or just include a "warning" message in the tool description that the tool is no longer maintained?

@musicEnfanthen, an "archive" or "stale" tag or section sounds like a good idea. If we remove them, someone might stumble over them on the web and want to re-add them here. Adding a second filter layer for archived/active, like on the projects page, could be a solution. If we go for a separate section, we could pick a different layout for archived projects. What do you think?

Sounds like a lot of work for a maybe. Since they would have to open a PR if they do, then that would be the place where we can determine whether to re-add it or not?
