Docked panels don't respect drag resizing when dragging to minimum size

Description with steps to reproduce

  1. Ensure a docked panel is open (Mixer, piano, etc.)
  2. Click and drag the top edge of the panel towards the bottom of the app window

Current: as the mouse cursor reaches the bottom of the app window, the panel springs back upwards to (approximately) its starting position.

Expected: the top edge of the panel should stay with the mouse cursor until it reaches its minimum height.

Can confirm the same behavior on Sequoia 15.5. On 13" Macbook Air it is now impossible to shrink the virtual piano keyboard to the desired height, as it is jumping back. This is a very frustrating experience on smaller screens, which makes piano keyboard basically unusable. This is a shame that since V4 we lost the visual preview on a piano keyboard, and now it cannot even resize properly.
