Jittery frame size adjustment when using snap to grid

Steps to reproduce

1. Enable Snap to grid in Appearance section of frame properties.
2. Try to manually change the size of a frame. Use slower and faster motions to get a feel for the problem.
3. See error: when you move fast, the frame size changes; when you move slow, it doesn't.
