Copy + Paste Tempo Lines Causes Havoc in Orchestral Scores

Engraving bug (incorrect score rendering)
Description with steps to reproduce
- Create a multi-bar tempo change line (will appear above woodwinds and strings)
- Ctrl+C on a multi-bar selection (all filters off) underneath the tempo line (line will also be selected)
- Ctrl+V on another line in the score
- Observe that the tempo change line will appear above the pasted part
- Also observe that if you Ctrl+V at the same point in time on another part, you will have multiple lines where there should only be one - further duplicates will be made above the string parts

Just through copy + pasting multiple bars I was able to produce this ungodly clarinet part - check out that second line!
