MIDI remote control: add the "Enter rest" action

Your idea

According to #20750, it would be very useful if the Enter rest action could be added to the list of possible actions for MIDI remote control (Preferences > MIDI mappings). This is the action that would be triggered by the 0 keyboard shortcut.

Of the currently available actions, what comes closest is the Toggle rest action, but this is not nearly as useful, because it only toggles existing notes into rests when not in note input mode.

At the moment, we can't give this a high priority yet because of other ongoing tasks, but I've added the community task to it, to invite contributors to try and solve this before we get to it. Also, a plan is arising to do a MIDI-focused release at some point, probably at the end of this year or the start of next year. We'll be sure to include this issue in that project.
