[interface issue] moving tempo to custom palette makes large text

Describe the bug when tempo symbols are added to a custom palette from the tempo palette, the text becomes oversized

To Reproduce Steps to reproduce the behavior:

1. make a new palette
2. drag something from the tempo palette there
3. see the text size

but dragging a tempo in from the score makes it the regular sized text

I believe a large part of this is down to how the scale property works at the moment. The tempo palette has a scale of 0.65, whereas the default when creating a new palette is 1. If you change the new palette to a scale of 0.65 the tempo items fit in vertically, but not necessarily horizontally.

There is also a slight issue with some other palette items but default, such as the treble clef is cutoff at the bottom and some time signatures are cutoff at the top.

I wonder if there could be an automatic sizing option for new palettes?
