[MU4 Issue] Can't set the tempo without enabling the display of the tempo marking

Describe the bug Tempo cannot be set without adding the tempo marking to the score.

To Reproduce Steps to reproduce the behavior:

1. Use the New Score wizard
2. Get to the last dialog

Expected behavior It does not make sense that the tempo can only be set when you also add a tempo marking.
