Layout doesn't work with MacOS Big Sur

Simple copying of the bundle to the Keyboard Layouts folder doesn't work in Big Sur. I suppose it is normal, since bundle was implemented for previous releases. But please give me a hint how to adapt the code to make it work on the newer MacOS releases.
