Layout inaccessible in random apps

After updating to Mojave the layout appears to be inaccessible in random applications at random time. E.g. trying to switch layout from EN to this in Safari or Telegram, press keyboard shortcut or click mouse at this layout, but nothing happens and layout remains EN.

I will archive this repo since nobody has any reason to us Russian keyboard in 2022
