Batch add performance of request for safer layout

Right now this has "new works using recording titles" right next to "their suggested works". I'd like to request that suggested works be moved to the top of the column, before the "new work with this title" box. This will vastly reduce the chance of accidentally hitting the button for new works. It also logically makes more sense, so that the new work settings are grouped together (following this logic, the existing work box should probably be second in line).
