-t and -cc and email address lists

I put several addresses into the -to and -cc parameters, but it seems no email goes out. Is there a limit for these parameters? how many addresses can be put there and from which number on do you propose using a list-address file? Can there be three list address files for each parameter (-t, -cc, -bc)? And how does the list have to look like? an address per line or simple comma separated email addresses?
