Not sure that those unfamiliar with procurement processes would understand the point of the project as it is pitched now.

Although this isn't precisely a perfect measure, it would be reasonable to assume that a large Metro with $10m in emergency funds may have higher thresholds than, say, a midsize...

the language in the MuniCode website is very vague. It looks like $5,000 is the formal threshold and there is no discretionary threshold.
