I leave here a couple of ideas:

• The "open" discussions should be ordered by default by amount of comments (from less to more) so the none of them is left with no answer. If that aint possible, they should be ordered by "newer first", so they change from time to time.

• Add the amount of contributions (comments) of each user. That will make the selection of "the ones who helped the most" easier. Besides, it could work as a positive reinforcement.

Given that people still don´t read the previous comments, how about adding a text that explicitly tell them to do so? Something like:

"Otras personas ya hicieron consultas sobre este ejercicio. Leerlas te puede ayudar a encontrar la solución. ¿Ya las leíste?"

It could appear above the "post a comment" button, or after pressing it, as a pop up, but only in the exercises that have comments marked as solved.
