Implement PublicIpId in Virtual Machine resource for AWS and Azure

Right now PublicIpId is ignored on both AWS and Azure when setting it directly on the virtual machine resource.

While it can be done through a network interface, it'd be good to be able to set it directly as we do on GCP.
