stealth gamemode rewrite

This PR is a full rewrite of the stealth gamemode, which has been neglected for some time. Main priorities are bug fixes and quality improvements.

Going to pull this PR for now, I don't really have the time to commit to making meaningful progress here. I might look into a few pushing a few bug fixes at some point instead.
