playercolors conflicts with freeroam/play

Describe the bug

The resource playercolors and play are both resources that are ran on startup in mtaserver.conf however both resources cancel onPlayerChat and send their own messages resulting in two messages being sent at once.

Steps to reproduce

1. Use default configuration of mtaserver.conf
2. Send message.

Version

1.6 or since #3078

Additional context

Change was made because of #3076 which I don't think is an issue in itself but running a default setup and seeing two messages is.
