Please specify the project status.

Is this a final specification?

Right now if I am citing this I have to call it a "DRAFT" specification because nothing is said in the normative specification that it is a final version.

The status is that we are working on getting variuos Multiformats specifications though the IETF. Currently there's a draft for Multihash and Multibase, which are the basis for CIDs. I'd expect that a future version, going through the IETF process will be called "final".
