Expand uBO lists

One such expansion for Mullvad's uBO lists would be to block things like cookie notices/GDPR popups, annoyances, and URL shorteners. This should help declutter the Mullvad experience. I'm sure many of you have considered various block lists though I think the kinds I requested would be an overall good.
