v1.9.0 with Mule 4.4.0 not working when deployed due to flow-ref targetValue

After you deploy 1.9.0 to v4.4.0 cloudhub runtime, fetching platform-metrics won't work. In fact, <flow-ref> that have "targetValue" attribute don't get executed, they evaluate targetValue="#[payload.access_token]" expression before executing a flow. This seems like a bad Mule 4.4.0 bug.

Can you provide some evidence for this issue? We are not able to replicate it by deploying v1.9.0 of the toolkit to a CH runtime v4.4.0.

If you think it is a bug with the runtime itself, we are unable to help with this.
