[scheduler] Timeline component (Scheduler)

Summary

Provide a component to organize time resources.

This feature request is at the intersection between #1407 (Big calendar) and #8732 (Gantt Charts). It relies on the control of #1407 to manipulate the time horizon, and it relies on the virtualization/grid support of #8732. But it's neither of those two.
