Feat: Initial Version of vscode DevContainer

This PR makes some small changes to the build system in order to better support a "DevContainer" workflow within vscode. This will allow new developers (and traveling developers) to easily access a build system for LocalAI.

This still has some limitations, and will be improved in the future - but at this point it's a fully working system to debug our code, so I feel it's worth creating a PR now.
