transitions are too fast
in chrome, hover transitions are significantly slower, and the tab close button doesn't even have a transition. I don't know how to tell how long the transitions are, but it might be documented somewhere in the chromium project or material design doxx.
Which hover transitions are slower? I'm testing the main ones (toolbar buttons, tabs) and they seem around the same ballpark. The tab close button issue is something I'm not sure we need to address. In my opinion it's an oversight/laziness on the Chromium side - I think the close button should have a transition. Is it like Chrome? No. Does it look and feel better? Subjectively, yes.

One of the main reasons that I like the chrome refresh UI is because of the attention to detail and overall polish of it. I feel like since this would be a fairly simple thing to do that would make a big difference as soon as we can find a tool that can measure transition length or find something in the chromium docs.

I agree with you on this. I like what we have been doing so far (sticking to the current chrome UI except for things that are obviously unfinished/mistakes). However, I think that maybe we should make the transition faster than others in the navbar to make the behavior similar to chrome's. I think maybe they wanted to have the close tab button be a faster transition but didn't want to add a new transition length to prevent more inconsistency.
