Add support for ***Comments*** syntax

In official RF documentation, starting from RF 3.1, we need the header*** Comments *** for storing comments & notes robot RF files. Basically this section will be ignored.

I really need it for some specific cases which require storing some references & long information.

Please help to support it in the plugin, along with the folding function for it.
