Reduce minute selection to 15 min increments

Manual entry of work items has minutes in 15 minute increments to simplify entry dialog.

Edit dialog still lets you select by the minute.

Hi

This removes the possibility to enter precise time intervals. If you would like to have such a setting, please implement it as a configurable option.
