Q-loop requires manual close prompt to continue runs

Description:
I was runner. At several points in the game, after Q-Loop triggered during a run, even after I resolved the Q-Loop prompt, the corp player was not prompted for the run to continue. When the corp typed /close-prompt they then saw their prompt. This seems like it affected ice encounters as well, where I would click to encounter and they would not be prompted to move to the encounter step. We had the corp player spam /close-prompt whenever it seemed like a run was stuck.
