generic ubuntu deb package creation on release and add it to the release in github

This addition should build and test the agent, and then generate a deb package for Ubuntu 22.04+. Ubuntu 20.04 does not have the requisite libraries available to run this deb package if it is built in 22.04+, so we could create a different build action for that specific version if needed.
