web admin panel disabled

Issue

Describe the issue. Does not support the web admin and [admin] options are ignored from the configuration file

Steps to reproduce

trying out the installation witht he latest influxdb

Expected behavior

Add any clarification on how things should work.

Should point an error stating that the admin options will be ignored for newer version when installting the influxdb 1.3
