You can explicitly allow loading unsigned plugins by setting the allow_loading_unsigned_plugins in plugins section in the config or the GF_PLUGINS_ALLOW_LOADING_UNSIGNED_PLUGINS env variable to mtanda-aws-athena-datasource.

Sure, thanks...although "Note that unsigned front-end datasource plugins are still usable, but this is subject to change in the upcoming releases of Grafana" ... so I thought it was worth mentioning. I cannot allow unsigned on this server, unfortunately.

It looks like some steps has been taken for this in grafana/grafana-plugin-repository#660, but got stalled. I made a new PR for them in grafana/grafana-plugin-repository#1016 hopefully it'll get accepted and then @mtanda can publish this.
