Upstream msys changes to GNU tools

Description / Steps to reproduce the issue

I'd like to try and upstream the "msysize" patches to GNU tools (gcc, binutils, gdb, bash etc.).

Any objections?

Thanks for the reference @MehdiChinoune. Is there a concrete plan/roadmap for these changes?

I don't know, but you could ask in #3012 about that.

I've been cleaning things up as packages got updated, but that's mostly done now. Next up would be making sure the packages built for cygwin still expose their msys specific functionality, and then plan the toolchain transition.

I'll try to update the todo list..
