Does not play Sony ATRAC9 format.

I tried to play bgm.at9 which came with PSVita SDK but it says "FMOD error! (19) Unsupported file or audio format." even though ATRAC9 seems to be supported by FMOD (it's mentioned in a lot of places)

Is there a way to bring ATRAC9 support?
