  • Removes AZBB dependency from n-tier-windows
  • Upgrades depencies and resouces to current latest version
  • Removes unused and deprecated scripts
  • Adds a powrshell script to deploy ARM templates of this RA

@ckittel I see none of the comments have been addressed in this PR, this will require some time allocation. Do you know if there is a work item in the backlog created for this effort ?

Yes, @hallihan has a story "N-Tier Reference Implementation Rebuild" that I think covers these and @jescrich currently has it assigned to him this sprint. @jescrich / @hallihan can you confirm that #513444 and #457789 and #457785 cover addressing the above PR?
