[HOLD] Moving firewall rules out from Azure Firewall separate rule set

THIS IS ON HOLD, near-concurrent updates of ipGroups is a problem in the RP right now.

We are holding on this because there are so many updates happening to rule groups, ip groups, etc that the firewall is constantly throwing a CONFLICT error on deployment due to all the background updates happening to the firewall resource. While it's all "correct" it's untennable to have this be the deployment experience :( Tracking for updates on this internally.
