Inconsistent unloading after upgrading to filter miniloader in place

I upgraded (in place) from Red Miniloaders to Red Filter Miniloaders and then set the filter to the stations item.

After the upgrade, a subset of the unloaders only use a single side of the belt when a full train comes in.
