New release for msgpack-c?

CMake 4.0 is out now and msgpack-c cannot be compiled with it on Gentoo due to cmake <3.5 support being dropped.

It seems that there is no practical way to support both cmake < 3.5 and 4.0 It is a time to drop cmake < 3.5 support. Most of platform has cmake >= 3.5.

I will create the PR for both C and C++, then release them.
