Can't scroll Shopping list
Shopping list is larger than the window, it can't be scrolled, items below the window can't be viewed.
did you try and drag the red separator? I made it more visible in the latest update - resizing it should make the scrollbar appear
Ran into this today as well. Took me awhile to figure out the work around. Also want to point out that mouse-wheel scrolling doesn't seem to work on the shopping panel, only on the materials panel.
It only occurs when the red scroll bar is fully at the top of the screen. If the bar is pulled down a bit, the scrollbar appears again.

Is there also a way to filter the shopping list to what is currently required. The shopping list seems to just show the required materials for all engineering upgrades, which is not very helpful when I have upgraded 90% of my ship modules. In particular, the filter tags above the Drag Me bar don't seem to filter the shopping list in any way.

the filter tags only apply to the blueprints list, it doesn't affect the shopping list
if you tick the "sync?" checkbox, EDEngineer will remove from your shopping list any blueprint you actually craft in game
apart from that you have blocks that appear for each type of blueprint in you shopping list where you can add/remove individual prints per grade
