Remove JS

This replaces the Bootstrap-provided accordion setup with a vanilla HTML5 details/summary tag, styled in a similar way.

I pulled the repo before this was merged - if you intend to go down the html5 route - I'll pop these changes into subsequent PRs (all of the ones I did) and this PR can then be removed, knowing the changes are in subsequent PRs and will get into the codebase that way - please let me know. Also - perhaps we can have a discussion about where you'd like add-viewer to go - have a roadmap for features, for example. I do like this tool, and would like to move it forward to become a major player in the ADR world.
